One: the schools should be liable for the safety of the students. How did another county respond to its students being the subject of attackers, that worked. They armed the adults, at transportation and on the grounds. The last line is the teacher, if you would not trust them with arms, why trust them with the kids? How many rooms in a school have a fire extinguisher or fire ax? Two: Either the teacher or the class room, needs to be equipped, with some PDW/SD/frangible ammo combo(the last 2 major events handguns where a poor choice, and PDWs would be easier to train/shoot), every adult who works for the location, needs to be qualified and willing to use them, or not be employed there. I would have them in locked storage, unless in use/mxs. That should make schools the hardest targets in 95% of US cities/towns, probably for a cost of a single officer. If a location does not want its teachers to do their inherent duty, then they need a system of paid/volunteers to be the on site response, make it the civic duty of the parents, a day a month. Yes, teachers will probably quit in droves, but that is part of the problem.
